Due to the global nature of the drug phenomenon, the domestic and foreign policy dimensions of the phenomenon are increasingly interconnected.
COPOLAD III aims to promote bi-regional technical cooperation in drug policy through various areas of work such as strengthening scientific evidence, prevention and reduction of problematic consumption, the fight against drug trafficking and drug precursors, the promotion of economic alternatives for the population, proportionality and criminal alternatives or the promotion of technical and political dialogue.
As advised by the European Strategy for Sustainable Development Goals of the 2030 Agenda, they should guide the development of international drug policy.
Furthermore, the Programme's actions, both regional and national, are based on the principles of shared responsibility, multilateralism, promotion of a development-oriented approach, respect for human rights and human dignity, rule of law and compliance with international conventions on drug control.
