Drug demand reduction policies
Promoting rights, gender and social inclusion approaches in care services and territorialisation proposals in highly vulnerable communities
Problem drug use is a public health issue, but also an issue of social cohesion. Poverty and marginalisation feed the cycle of negative consequences for individuals and their communities, as in addition to the deterioration of living conditions, there are associated processes of stigmatisation and social exclusion.
In many territories in Latin America and the Caribbean, there are barriers to access prevention, comprehensive care and harm reduction services that are suffered with greater intensity by people with fewer resources, women or the LGTBQI+ population, among other vulnerable groups.
Results
Improvement of technical knowledge on preventive, health and social responses to drug use
Support for the qualification of comprehensive care services, harm reduction and social inclusion, improving access for women and people in vulnerable situations
- Adaptation of 3 ‘mini-guides’ of the European Drug Prevention Curriculum (EUPC) to the Latin American context.
- More than 80 representatives of public institutions in Latin America and the Caribbean have been trained on these issues.
- Publication of the first register, in the Latin American context, of evidence-based evaluation of drug prevention interventions (EvidenciaViva). In a first phase, programmes in 6 Latin American countries have been evaluated.
- Strategies, national plans and programmes for comprehensive care and harm reduction have been strengthened in 6 Latin American countries: Chile, Colombia, Mexico (Guide for addressing methamphetamine and fentanyl use in Mexico and Guide for addressing drug use among the sexually diverse population in Mexico), Uruguay (Treatment Guide: Addressing problematic drug use in prison), Ecuador and El Salvador.
- Exchange and systematisation of experiences between 15 countries in the region on prevention, harm reduction, social inclusion and gender mainstreaming.
- A Guide for the Social Inclusion of People Who Use Drugs.
- Policy paper on ‘Stigma and Drugs’; position paper for addressing this phenomenon in policies, actions and strategies for the comprehensive care of women and other vulnerable groups who use drugs.
Promotion of processes of territorialisation of policies, programmes and services in vulnerable communities
- Accompaniment of 14 integral intervention projects in highly vulnerable territories in 12 countries in Latin America and the Caribbean.
- 120 representatives of public institutions and civil society organisations from 17 countries have been trained on the ECO-2 Community Treatment model for the development of territorialisation projects in the countries concerned.
- Guide to Good Practices and Models of Intervention in Latin America, the Caribbean and the European Union in addressing drug-related social vulnerabilities.
