Drug policies with an innovative approach

A commitment to improve their effectiveness and sustainability

Innovation is key to the design and implementation of effective and sustainable public drug policies, as it allows for the construction of responses at all levels and from the needs of all actors involved, including users and those affected by drug trafficking. 


For this reason, COPOLAD III promotes studies with innovative approaches, exchange of experiences and study visits, pilot actions at national and regional level, innovation laboratories, as well as a multi-country learning community.

Results

Preparation and dissemination of studies with an innovative approach
Promotion of pilot schemes for public programmes and services
  • Update of the report ‘Women and Drug Policy: Situation in LAC, progress and priorities’ to incorporate gender conditioning factors and the effects of COVID-19. 
  • Update of the report ‘Monitoring and evaluating changes in cannabis policies: insights from the Americas’ to incorporate new developments in cannabis policies. 
  • 1 diagnosis on the link between drug trafficking and trafficking, to generate new knowledge on the discrimination suffered by women involved in trafficking who are conditioned or subjected to trafficking circuits. 
  • 1 normative diagnosis on undercover agents in transnational drug trafficking investigations, at the level of international law and national regulations. 
  • 1 diagnosis of the legal framework to identify regional problems in criminal and penitentiary policy related to drug micro-trafficking offences. 
  • 1 report on forensic capabilities, describing recent methods of cocaine concealment and associated illicit laboratories that have been found in Europe.
  • 1 guide to Evaluative Analysis of Drug Policies from a gender and human rights perspective and 3 pilot exercises in Costa Rica, Uruguay and Guatemala. 
  • Support for the elaboration of the ‘Regional Guidelines for incorporating a gender approach in the link between trafficking and drug trafficking’ of the Ibero-American Association of Public Prosecutors (AIAMP).
  • 1 national pilot in Paraguay of the Regional Protocol for Specialised Defence for Women in Conflict with the Law for the Commission of Drug Crimes.
  • Promotion of territorialisation and community development programmes in 12 countries in the region.
Social innovation laboratories
  • 5 social innovation laboratories, aimed at improving public services and community initiatives related to prevention and harm reduction (Chile and Colombia), promoting an Early Warning System in the Amazon (Peru) and a scheme for Integral Sustainable Alternative Development (DAIS) in an urban context (Uruguay).
