EU-CELAC bi-regional dialogue on drug policies

Strenghtening technical and political bridges in the face of a common challenge

The EU-CELAC Coordination and Cooperation Mechanism on Drugs is a space for bi-regional dialogue made up of 33 countries of the Community of Latin American and Caribbean States (CELAC) and 27 countries of the European Union. 

COPOLAD III provides technical support to the Mechanism, in permanent coordination with the Council of the EU, the European Commission (DG INTPA, DG Home), the European External Action Service (EEAS), the CELAC diplomatic missions in Brussels and other key actors. This positioning favours the alignment of the Programme’s actions with high-level bi-regional political commitments on drugs.

Results

Strengthening the operational functioning of the EU-CELAC Mechanism on Drugs
Support for the Mechanism as a technical-political space for discussion on drug policies
  • Support to the host co-chair in the logistical preparation of the High-Level Meetings. 
  • Attendance at the Technical Committees of the Mechanism, which allows COPOLAD to keep abreast of discussions and identify new opportunities for technical collaboration.
  • Technical support to the Spanish and Bolivian co-presidencies in the process of drafting the CELAC-EU Political Declaration of La Paz (2024).
  • Accompanying the diplomatic staff of CELAC countries in Brussels to improve the scope and projection of bi-regional discussions.
  • Generation of inputs for bi-regional dialogue with innovative approaches and themes on drugs.

Promoting a comprehensive and balanced approach to the drugs agenda
  • Promotion of a comprehensive approach that takes into account both aspects of generating quality information for early warning, reducing supply and reducing consumption through improvements in care, social inclusion or a community approach.
  • This approach improves the effectiveness of drug policies and favours sustainability and ownership among the different actors involved in implementing them.
