Cooperation Program between
Latin America, the Caribbean and
the European Union on drug policy

Jamaica

We accompanied Jamaica in the implementation of its National Anti-Drug Plan. This accompaniment has focused on strengthening the National Drugs Observatory, including actions aimed at reinforcing the information and research system and the Early Warning System. It also supports demand reduction strategies, particularly in community treatment and territorialisation.

How do we support the country?

Strengthening the National Drugs Observatory
  • 1 national research network to strengthen the national drug information system
  • 1 Scientific Committee on Drugs to advise Jamaica’s National Drug Observatory
  • 1 training for experts on new psychoactive substances, consumption practices and on the European model of Early Warning System
Drug demand reduction
  • 1 community treatment project in the community of Falmouth to help young drug users and prevent homelessness, from which an Intervention Guide for territorialisation was developed and approved by the National Council against drug abuse.
Fight against drug trafficking and organised crime
  • 1 study to improve the registration of final beneficiaries of money laundering, which are being hidden through legal or financial structures to give the appearance of legitimacy to these assets.
  • Updating the Financial Investigations Guide, including the systematisation of good practices for information exchange, since in many cases the financial networks of drug trafficking are not limited to one country.
