Cooperation Program between
Latin America, the Caribbean and
the European Union on drug policy

Perú

We support Peru in the implementation of its National Anti-Drug Policy 2030. Technical support is channelled through demand reduction and supply reduction components. In addition, we support an Early Warning System to protect native communities from illicit drug crop cultivation. Peru participates in seven working groups.

How do we support the country?

Demand reduction
Fight against drug trafficking and organised crime
  • 1 ‘Guide for the implementation and evaluation of the proposal for a ’Comprehensive community for drug demand reduction’ in an Amazonian context (Coronel Portillo, Pucallpa) and in a peri-urban context (Lima).
  • Design of tools for the National Police for economic, financial, tax and accounting analysis to prepare expert evidence in processes of laundering the proceeds of illicit drug trafficking and other related crimes.
Comprehensive and Sustainable Alternative Development (AD)
Social innovation laboratory
  • 1 regional study on innovative approaches to AD in ‘non-traditional’ contexts (i.e. in contexts other than rural production areas). The study includes cases from vulnerable border areas and native territories and communities.
  • 50 staff trained in AD and gender. This training has completed the internal sensitisation of the Gender Committee of the National Commission for Development and Life without Drugs (DEVIDA).
  • 1 social innovation laboratory to promote an Early Warning System (EWS) for environmental crimes or crimes against human rights defenders, which protects native communities from illicit drug cultivation businesses.
Lucha contra el narcotráfico
  • Diseño de una política pública de reutilización social y cultural de los bienes de extinción de dominio
