
Uruguay
We support Uruguay in the implementation of its National Drug Strategy 2020-2025, aimed at minimising the risks and reducing the harms of drug use from a public health and human rights perspective. Technical support is channelled through national actions, which support the Drug Observatory, quality care in prison settings and in street situations. It also collaborates with the National Drugs Board (JND) in the implementation of a laboratory for innovation in drug policy. The COPOLAD III Programme also supports the country in the improvement of the Fund for Assets Confiscated from Drug Trafficking and through the country’s participation in seven COPOLAD III working groups.

Strengthening Uruguay's National Drug Observatory
Demand reduction
- 1 evaluation of health, criminalisation and market regulation strategies to provide evidence for cannabis policy.
- Advice on the design of the second assessment of the Cannabis Market Regulation Act.
- 1 wastewater testing protocol for the detection of cannabis, cocaine, synthetic drugs and new psychoactive substances.
- Web survey on cannabis to diagnose the population’s knowledge of this substance.
- 1 National Plan to Address Problematic Drug Use in the Sphere of Penal Execution, which allows for the monitoring of the target population in order to reduce recidivism, promote social inclusion and reintegration, and improve the response to problematic drug use.
- 1 project to attend to people in street situations with problematic drug use, which articulates the day care centre ‘La Otra Esquina’ with the Mobile Care Unit programme to offer this service from the same device and generate synergies between the two.
- 1 social innovation laboratory on women in vulnerable situations with minors in their care and linked to the drug production and micro-trafficking chain.
Fight against drug trafficking and organised crime
- Strengthening of the Fund for Assets Confiscated from Drug Traffickers, in order to make its use more efficient for the benefit of Uruguayan society.
